Infrastructure Ontario’s (IO) required site assessment program for the new hospital project began last summer and is now approximately one-third complete. These assessments represent a critical early stage in the development of any major healthcare infrastructure project, helping to ensure the land is thoroughly understood, environmentally suitable, and ready to support a future hospital.
As part of the provincial approval process required before the property can be rezoned for hospital use, as many as 19 studies may need to be completed through IO’s Due Diligence Program. These studies examine environmental, archaeological, natural heritage, engineering, legal, and servicing considerations. The work is expected to take approximately two years to complete.
Completed Studies
The following assessments have been completed:
- Phase 1 Environmental Site Assessments (ESA) for the southeast and northern blocks, which reviewed historical land uses and identified any potential environmental contamination concerns.
- Preliminary Natural Heritage Assessment, which documents ecological features, including vegetation, wildlife habitat, and species at risk.
Studies Currently Underway
Several additional assessments are now in progress, including:
- Stage 1-2 Archaeological Assessment (including marine investigations)
- Topographic Survey and supplemental boundary/reference plan work
- Subsurface Utility Investigation
- Supplemental detailed Natural Heritage Surveys, including species at risk assessments
Upcoming Studies
Once the Stage 1-2 Archaeological Assessment is complete, the following studies can be scheduled:
- Phase 2 Environmental Site Assessment (ESA)
- Geotechnical Investigation
- Geophysical Investigations
- Geothermal Feasibility Investigation
- Hydrogeological Investigation, including water balance analysis
- Soil Summary Report for excess soils planning
- Development Feasibility Report (civil engineering and related work)
- Legal and title services, if required
These studies will provide the technical foundation for future planning and design activities not only for the new hospital project, but for all future development on the property. Completing the required due diligence work is a key legislative milestone that will support rezoning approvals and allow the project to advance to future stages of development.
In addition to IO’s due diligence requirements, a traffic study has also been completed to assess projected volume of traffic entering and exiting the property and how to support safe and efficient access. The study recommends the installation of traffic lights at the site entrance.
As this important work continues, each completed assessment brings the future Campus of Care one step closer to becoming a reality for the communities it will serve.
